Oakdale School’s Open Transfer Information

Welcome! We appreciate your interest in Oakdale School and we look forward to serving you. With the enactment of Senate Bill 783 (2021), the Legislature made comprehensive reforms to Oklahoma’s school transfer laws; namely, revising the requirements for accepting and denying student transfers and requiring school districts to set and list enrollment capacities on their websites. 

These reforms go into effect on January 1, 2022, and make students eligible to request a transfer to any district in the state, regardless of where they live. Because Oakdale is a growing district, we carefully make decisions about student transfers according to district policy and state law. 
 

  • Parents may begin applying for 2020-21 mid-year transfers beginning on January 1, 2022, by using the online state application form. The application link has not been made available to school districts yet. When it becomes available, we will add it to this webpage.
    • Parents do not need to come in person to the Oakdale office to apply. This must be completed online. 
    • Those who need access to technology to complete the online form may visit our office and we will provide a workstation and any assistance.
  • Applications for 2022-23 will not be available until late spring or early summer. 

You may wish to familiarize yourself with the Board of Education's Policy FE: Student Transfers as highlighted below:

  • The Oklahoma State Department of Education (SDE) requires that a specific online form be completed to apply for a transfer. No other forms will be accepted. Parents who need access to technology to complete the online form may visit our office for assistance. 
  • Mid-year transfer requests will be considered within three to five (3-5) days of receiving an application, whenever possible.
  • Previous school attendance and discipline records will be reviewed prior to acceptance. We will not be able to approve/deny an application in a timely manner if the sending school district delays sending us educational records.
  • Transfers are accepted on a first-come, first-served basis.  
  • To accept a transfer, enrollment in the grade level the student is eligible to pursue must be under the district-established capacity. The district’s capacity and seat availability information can be found in the link below.
  • If the grade level is over capacity, transfer applications will be placed on a waiting list. Waitlists are cleared at the end of each school year. 
  • Transfers may be denied based on capacity, attendance, and/or discipline issues.
  • Transfers for siblings must be considered separately. 
  • The law also gives preference to children of Oakdale teachers, active-duty military personnel, and children in foster care.
  • In order to offer current residents sufficient time to re-enroll for the next school year and for the school to calculate capacity, the administration will not approve or deny transfers for the next school year until after the July 1 capacity data is set. 
  • If the grade a student requests and is eligible to pursue is over capacity, he/she will be placed on a waiting list for consideration in case a seat becomes available during the school year. 
  • Transfers for children of employees that were granted prior to January 1, 2022, will remain in effect except if, for whatever reason, the employee does not continue to be employed by the District.
  • Transfer students are not eligible for district transportation services. 
  • Transfer students must abide by any eligibility requirements established by the Oklahoma Secondary Schools Activities Association (OSSAA) for any OSSAA-sanctioned activities.
  • Transfer denials may be appealed by the parent or legal guardian of the student within ten (10) days of notification of denial to the board of education.

INFORMATION FOR EXISTING STUDENTS

PARENTS SHOULD SPECIFY THEIR STUDENTS WILL BE RETURNING THROUGH THEIR TEACHEREASE ACCOUNTS. HOWEVER, PERMISSION DATA/RESIDENCY DOCS WILL BE OPENED LATER THIS SPRING THROUGH THE ENROLLMENT DATABASE (not TeacherEase), AND MUST BE COMPLETED BEFORE SCHOOL IS DISMISSED IN MAY.  AN OPTIONAL FREE/REDUCED LUNCH FORM MUST ALSO BE COMPLETED EVERY YEAR TO OBTAIN THOSE BENEFITS.  REMINDER EMAILS WILL REGULARLY BE SENT OUT THROUGH TEACHEREASE DURING THE SECOND SEMESTER.  SEE BELOW FOR RESIDENCY REQUIREMENTS.

RESIDENCY REQUIREMENTS

  • Students must reside in the Oakdale School District, have legal documentation concerning guardianship, or have obtained a legal transfer that has been approved by the Oakdale Board of Education. See maps below.
  • All residences are subject to verification by the Superintendent, the Principal, or his/her designee. (i.e. Registrar and/or Oakdale School Resource Officer.)
  • Students may not enroll and attend school until they establish residency in the home. 
  • The OSSAA has a system to establish residency for the purposes of athletics. It is the district's intent to comply with those guidelines for the purpose of residency.

REQUIRED DOCUMENTS

Required - Two documents (Proof 1 and Proof 2) must be used as proof of residence. If you do not have the ability to upload documents, you must drop them by the school at least 1 week prior to your student attending in order for appropriate personnel to verify your enrollment.

One of the following must be uploaded as Proof 1 (must be in the parents’/guardians’ name):
  • Proof of payment of ad valorem taxes (property taxes) at an address located within the school district in which the applicant actually resides. To find this information use these links: OK County Assessor or OK County Treasurer.
  • Title or warranty deed to a residential property in the district in which the enrolled applicant actually resides.
  • A valid unimpaired lease agreement (showing valid dates, phone numbers, and addresses of both parties) in which the enrolled applicant actually resides.
  • If a family is living in a hotel/motel or RV park in the Oakdale district, they must provide a receipt payment from the current or previous month. The residency will be confirmed each semester.

One of the following must be uploaded as Proof 2 (must be in the parents’/guardians’ name):

  • A recent utility bill (water, gas, or electric bill only) at an address located within the school district in which the applicant actually resides. The bill must show a physical address that is located within the school district; no post office boxes will be accepted as proof of residence. 
  • If a family is living in a hotel/motel or RV park in the Oakdale district, they must bring a signed letter from the manager confirming the family's stay. The residency will be confirmed each semester.

Residency Exceptions: 

  • If a family is living with a host family in the Oakdale School District, the host family must call to make an appointment to complete, sign, and notarize a residency affidavit attesting to another family's residence. Various proofs as outlined above will be required.  All parties must attend. The residency will be verified at the beginning of each semester. The filing of a false affidavit shall be subject to punishment in accordance with 70 O.S. §1-113(A)(1).
